This report presents the findings and recommendations of the Independent Review of Staffing and Care Standards for Long-Term Care Homes in Ontario (the Review). The Ministry of Health and Long-Term Care (MOHLTC) established the Review in September 2007 to provide independent advice that would inform the development of regulations under The Long-
